Adam Tranter
Adam Tranter served as the Cycling and Walking Commissioner for the West Midlands region in the United Kingdom, a role he held from 2021 to 2024.
He was the first “Bicycle Mayor” of a British city—Coventry, his hometown—recognized for his local and national efforts to place cycling as a mode of transport on the political agenda.
He is the founder and CEO of the communications agency Fusion Media, which focuses on cycling and active lifestyles, and the driving force behind the UK cycling industry’s “Bike Is Best” campaign.

André Pinto is a senior technology executive serving as Senior Manager of International Strategy and Sales Enablement – Expansion Solutions at Motorola Solutions. In this role, he leads global strategic planning and go-to-market initiatives to accelerate the adoption and business growth of Motorola Solutions’ international expansion portfolio, including software, video, and services. Working directly with global leadership teams across product, marketing, finance, and sales, he drives executive-level strategic visions, strategies for large-scale tender responses, and competitive intelligence, while leading teams in international markets.
His career is built on a proven track record of commercial and technical leadership within the organization. He previously served as Fixed Video International Strategy and Sales Enablement Manager at Motorola Solutions, following more than five years as an Avigilon Applications Engineer (EMEA), where he led complex solution architectures, technical qualifications, and international sales enablement. His foundational experience includes project management and engineering roles at S.O.V. S.A. and Unitelco S.A., where he directed the end-to-end design and implementation of large-scale electronic security infrastructures (PSIM, CCTV, access control) and telecommunications networks (FTTx).
He holds a degree in Electronic and Telecommunications Engineering from the Lisbon Higher Institute of Engineering (ISEL), providing a solid technical foundation for his strategic expertise in network architecture and digital communications. Fluent in Portuguese and English (with proficiency in Spanish), André excels at bridging high-level corporate strategy with technical execution.

Carlos Moreno
Carlos Moreno is a distinguished Franco-Colombian urban planner and professor, residing in Paris. He is best known for pioneering the “15-Minute City” concept, which promotes sustainable, human-centric urban living. This concept has been widely adopted by mayors and international organizations working towards more sustainable cities around the world and has since become a global movement.
In Paris, his ideas have been embraced by the city’s mayor, Anne Hidalgo, contributing to the city’s transformation. Serving as a scientific advisor to various international organizations, he is recognized for his contributions to urban planning. He is also a fellow of the American Academy of Housing and Communities.
As a professor at the IAE Paris Sorbonne, University of Paris 1 Panthéon-Sorbonne, his work has earned international acclaim, including the OBEL Award in 2021, the UN-Habitat Scroll of Honour in 2022, and the Global Leadership Award for Sustainable Development from the Global Forum on Human Settlements in 2024 at the GFHS Annual Session at the UN Headquarters.
In 2023, he was inducted into Sigma Xi, the world’s largest scientific honor society, founded in 1886 at Cornell University. His books have been translated into numerous languages, reflecting his global influence.
Professor Moreno actively contributes to the global discourse on urban and territorial transformation, focusing on creating livable cities that prioritize residents’ well-being.

Demetrio Scopelliti
Demetrio Scopelliti
Demetrio Scopelliti is an architect and the Director of the Urban Planning and Public Space Department at AMAT (Agenzia Mobilità Ambiente Territorio) in Milan.
Since 2016, he has served as an urban planning advisor to the Deputy Mayor of Milan, coordinating projects such as Milano 2030 and “Reinventing Cities,” as well as the “Piazze Aperte” and “Strade Aperte” public space transformation programs.
He is the author of the book *Walking World*.
Fabrizio Prati
Fabrizio Prati is the Design Director at the Global Designing Cities Initiative (GDCI), where he oversees street design work across the organization’s programs and regions.
He joined GDCI in 2015, leading projects under the Bloomberg Initiative for Global Road Safety (BIGRS) program, and is a key author of the *Global Street Design Guide*. He brings over 12 years of experience as a designer focused on safe, healthy, and sustainable mobility, as well as street and public space design.
Prior to joining GDCI, he worked at internationally recognized studios in France, developing projects related to sustainability and mobility across Europe, Africa, the Middle East, and Asia.
He holds a Master of Urban Design from the University of California, Berkeley, and a Master City Planner degree from the Paris School of Planning.
Gorazd Meško
Gorazd Meško, is a Professor of Criminology at the University of Maribor inSlovenia. He has served as the Head of the Chair of Criminology since 2005and previously held the position of Dean of the Faculty of Criminal Justiceand Security from 2007 to 2015. He earned his PhD in Social Education andCriminology from the University of Ljubljana in 1998. Prior to his academiccareer, Meško served in the Slovenian Police from 1984 to 2003, providinghim with a practical foundation that actively connects criminological theorywith policymaking and professional practice.
An internationally recognised scholar, Meško specialises in police legitimacyand self-legitimacy, community and evidence-based policing, environmentalcriminology, and urban–rural diff erences in crime. His ongoing researchinitiatives span global contexts, including multi-year projects on local safetyand security, legitimacy in prisons, and rural criminology in India. Hemaintains an extensive publication record, authoring and editing numerousbooks and journal articles on topics ranging from prison workers’ self-legitimacy to the UN Sustainable Development Goals and criminal justicesystems. Meško is a prominent leader within the internationalcriminological community, currently serving as the Editor-in-Chief of theJournal of Criminal Investigation and Criminology and having served as thePresident of the European Society of Criminology from 2017 to 2019.
His extensive contributions to the fi eld have been widely celebrated,earning him the ASC Division of Rural Criminology’s Ralph Weisheit LifetimeAchievement Award in 2025, the ACJS G. O. W. Luísa Ferreira
She holds a degree in Civil Engineering from Instituto Superior Técnico, specializing in structures and construction, and complemented her education with a postgraduate degree in Building Rehabilitation from the same institution. Throughout her career, she has continuously strengthened her skills in leadership, team management, and organizational development.
She began her career at the Almada City Council in 2004 as a senior technical officer in the Municipal Projects Division, where she coordinated and managed various public works projects, including school facilities, municipal swimming pools, parking lots, urban spaces, and other infrastructure. She distinguished herself in managing public procurement procedures, preparing technical reports, and overseeing the comprehensive management of municipal projects.
From 2016 to 2020, she served as Head of the Markets, Commerce, and Public Space Division within the Department of Economy and Local Development. In this role, she coordinated teams and oversaw the development of regulations, strategic plans, and redevelopment projects for municipal markets and public spaces.
From 2020 to January 2026, she served as Chair of the Board of Directors of WeMob, E.M.—a municipal company focused on urban mobility and coastal management—where she led the company’s strategy and operations. Her tenure was marked by the company’s restructuring and financial stabilization, as well as the implementation of innovative sustainable urban mobility solutions, a new flexible transport route, new parking facilities, and sustained operational growth.
She currently serves as an Executive Board Member of Transportes Metropolitanos de Lisboa, E.M.T., S.A..

Matthew Baldwin trabalha na Comissão Europeia há 29 anos. As Deputy Director-General in DG ENER, he was previously responsible for the Task Force phasing out Russian energy imports into the EU. He was Deputy Director-General in DG MOVE for 6 years, where he ran the Commission’s Mission for 100 Climate Neutral and Smart Cities by 2030, and also served as the EU coordinator for road safety and sustainable mobility. He has also served as Director for Aviation in DG MOVE, and Director for Market Access in DG Trade.
He has served in 3 cabinets: as Deputy Chef de Cabinet to Commissioner Lamy, in the Cabinet of President Barroso and as Chef de Cabinet to Commissioner Hill.
His principal professional interests are in housing, energy, transport, trade, and fighting climate change. He has strong experience of working with cities in different dimensions and is a passionate believer in their capacity to deliver change for citizens. He is of Italian and British nationality and has two grown up sons. He is a keen but increasingly slow cyclist.
Miguel Casaca
Paulo Miguel Coimbra Casaca is the Chairman of the Board of Directors of the municipal company Cascais Próxima.
Holding a degree in Political Science, he has held various roles throughout his career—particularly in team leadership and the development of treatment programs, therapeutic plans, and specialized training—within the field of alcoholism and drug addiction prevention.
Between 2002 and 2009, he held various management and advisory positions at the Cascais Municipality. In 2009, he began an eight-year tenure as a Board Member of Cascais Próxima, where he was responsible for managing finance, human resources, procurement, intervention teams, mobility, and legal affairs. He also served as a board member of the Cascais Energy Agency. From 2018 to 2019, he led the Municipal Directorate for Territorial Management and Intervention, overseeing urban and economic licensing, as well as territorial intervention and management.
Currently, as Chairman of the Board of Directors of Cascais Próxima, he oversees the Transport Department—notably managing MobiCascais, the municipality’s integrated mobility management system—as well as the departments responsible for urban regeneration, sanitation services, administrative offenses, and customer management.
Miguel Pinto Luz
Miguel Pinto Luz was born on March 8, 1977, in Lisbon. He is married and the father of three children. He holds a degree in Electrical and Computer Engineering from Instituto Superior Técnico (2000) and an MBA from AESE Business School/IESE (University of Navarra).
Over the past decades, he has held various positions in management, leadership, and academia, including: President of the Alfredo de Sousa Foundation; Deputy Mayor of Cascais; Board Member of the Inclusive Community Forum; President of SEDES Lisbon; Vice President of the Regional Tourism Authority; Member of the Board of the Paula Rego Foundation; President and Director of several companies and agencies within the local and intermunicipal business sector; Researcher at the Information Systems Group of INESC-ID; and Visiting Lecturer at Nova School of Business and Economics and Instituto Superior Técnico.
He served as Minister for Infrastructure and Housing in the XXIV Constitutional Government of Portugal. Previously, he was Secretary of State for Infrastructure, Transport, and Communications in the XX Constitutional Government, under Prime Minister Pedro Passos Coelho.
Politically, he is currently a member of the National Political Commission of the Social Democratic Party (PSD). Over nearly 30 years of political life, he has served as National Councilor, local and district leader, and Vice President of the PSD.

With over two decades of experience, he/she has collaborated with national governments, local authorities, civil society organizations, and international bodies, including the United Nations.
Since 2011, he has served as a World Bank consultant for the implementation of processes to strengthen democracy in countries across four continents.
He is the founder and executive secretary of the Network of Participatory Municipalities in Portugal.
He has dedicated his career to creating public policies that are more participatory, inclusive, and closer to citizens. He is the author and coordinator of various publications on these topics.
Nuno Lago de Carvalho
Nuno Lago de Carvalho
Nuno Lago de Carvalho is a member of the Executive Committee and CCO of CaetanoBus, and also serves on the Board of Directors of Caetano UK. He oversees marketing, business development, sales, after-sales, and product engineering, leading strategic and cross-functional areas of the company—including the internationalization of zero-emission mass mobility solutions.
His background includes over a decade of international experience with the French company TotalEnergies in the energy and mobility sectors, as well as involvement in implementing zero-emission public transport projects across various European markets—projects encompassing battery-electric and hydrogen buses, new service models, and strategic industrial partnerships.
He holds an engineering degree from the Faculty of Engineering at the University of Porto, a Master’s degree in Industrial Engineering and Management, and an MBA completed in Singapore. He is currently conducting doctoral research in Management and Strategy at the University of Porto’s School of Economics and Management.
He advocates for a vision of mobility in which public transport forms the backbone of more accessible, competitive, and sustainable cities, integrating technological innovation, public policy, industrial capacity, and quality of life.
Nuno Piteira Lopes
Nuno Piteira Lopes was born in Cascais on 30 September 1978, where he grew up, studied and raised his family. The son of a middle-class family, he learned from an early age the value of hard work and responsibility. At just 12 years old, he was already helping his father at the family’s construction materials business.
Married and father of three, he lives in Aldeia de Juso, where he has spent most of his life. His family is his main source of stability and the foundation from which he approaches his public service. He often describes his deep connection to Cascais, together with his love for his wife and children, as a key source of inspiration and motivation.
He completed his secondary education in Cascais, attending Externato Europa, Colégio Salesianos do Estoril and Alvide Secondary School. In 2001, he graduated in Economics from the University of Lisbon. He subsequently obtained a Diploma in Training of Trainers, certified by the Portuguese Institute for Employment and Vocational Training (IEFP), in 2004, and completed the Senior Management Programme at AESE Business School in 2019.
His professional career began before entering local government, with experience in administrative and financial management. Between 1998 and 2001, he worked at the Instituto de Educação Tecnológica de Cascais as an administrative and vocational training officer. From 2001 to 2002, he worked with the Portuguese Red Cross – Estoril Branch, where he was responsible for financial and educational coordination, and subsequently served as an advisor to the Board of Candifor from 2002 to 2003.
He later worked with several municipal and local agencies, including DNA Cascais, Agência Atlântico, Agência Natura and the Energy Agency. These experiences strengthened his knowledge of the territory and reinforced his commitment to the economic, urban and sustainable development of Cascais.
Nuno Piteira Lopes joined Cascais City Council in 2005 as advisor to the Councillor for Finance and Human Resources. He subsequently served as advisor to Mayor António Capucho from 2009 to 2010, before becoming Municipal Director for Financial and Property Management between 2010 and 2011.
From 2011 to 2013, he served as a City Councillor, with responsibility for Finance, Property, Economic Activities and Youth. During the following term, from 2013 to 2017, he assumed responsibility for Urban Planning, Environment, Municipal Works, Territorial Development, Associations, Sport and Parish Councils, while also serving as Chairman of the municipal company Cascais Ambiente.
Since 2016, he has served as a member of the Board of the Lisbon Tourism Association, a position he continues to hold. Re-elected as a City Councillor in 2017 and again in 2021, he has been recognised for his close relationship with citizens, his ability to foster dialogue and his conciliatory role within both the municipal executive and the Municipal Assembly.
In January 2024, he was appointed Deputy Mayor of Cascais, joining the executive led by Carlos Carreiras. On 12 October 2025, he was elected Mayor of Cascais, a position he currently holds.
With a discreet yet determined profile, Nuno Piteira Lopes regards public service as more than a political role: he sees it as a vocation and as a way of giving back to the community in which he grew up. With more than two decades dedicated to public service, he represents a generation of local leaders combining experience, in-depth knowledge of the territory and close engagement with citizens.

Pedro Brinca
Pedro Brinca is an Associate Professor at Nova SBE, where he teaches Macroeconomics and serves as Academic Director of the master’s in economics.
He co-organizes the Lisbon Macro Workshop, co-founded the MacroNova group, and is Associate Editor of the Portuguese Economic Journal and Notas Económicas.
His work spans research, teaching, executive education, and consulting, with a focus on macroeconomics, business cycles, and economic policy.
He also comments regularly on economic issues in the media and writes columns for Jornal de Negócios and Record.

Rita Castel’Branco is an architect, urban planner and specialist in urban mobility. She worked for 15 years at Lisbon City Council, contributing to dozens of public space projects and playing an active role in promoting cycling as a viable mode of transport. Her commitment to an integrated transport system is reflected in the Strategic Vision for Lisbon Mobility (MOVE2030), which she co-authored.
She is currently a researcher at CiTUA/IST, where she is pursuing a PhD in Architecture, focusing on the values that a desirable city should uphold and the concrete requirements needed to achieve them.Following two years as an advisor to the Vice-Rector for Socio-Territorial Innovation at NOVA University Lisbon, she currently heads the Mobility and Public Space Division at Arroios Parish Council.
Rita Castel’Branco is also Coordinator of the Technical Committee for Mobility at the Portuguese Order of Architects and an active member of MUBi and REDE H.
Rodrigo Adão da Fonseca
Founder of FUTURA (cybersecurity, privacy, and AI).
He serves as a consultant, CISO, DPO, and AI Officer for public and private organizations, having implemented dozens of governance models across diverse sectors such as banking, insurance, healthcare, education, telecommunications, energy, transportation, security and defense, retail, and public administration (both central and local). A legal hacker, he also acts as a forensic expert in cybersecurity incident management.
He teaches—or has taught—in executive and master’s programs, as well as doctoral seminars, at some of Portugal’s leading universities.
Since 2010, his primary research focus has been the impact of technology on human behavior.
Thomas Ableman
Thomas Ableman
Thomas Ableman is one of the UK’s leading experts on public transport and mobility policy. He was Director of Strategy and Innovation at Transport for London, one of the world’s largest integrated transport authorities, and his career spans the entire transport sector.
He held senior strategy roles at National Express and Chiltern Railways, and founded Sn-ap, a venture-capital-backed digital marketplace for intercity travel. He is now the founder of Freewheeling, through which he advises cities, regions, transport operators and government bodies on strategy, innovation and reform.
He has given evidence to the UK Parliament Transport Select Committee and the London Assembly on subjects including integrated transport, HS2 and autonomous vehicles, and has taught city government innovation at the London School of Economics.
Thomas is a regular keynote speaker. His themes include the future of mobility and sustainable transport, why public transport is the foundation of successful cities, innovation and change in large organisations, and the lessons of founding and leading a tech startup.
Alongside keynotes, he works as a moderator, panel chair and workshop facilitator. He produces the widely followed Freewheeling Podcast and newsletter, and writes A History of Europe in 75 Train Journeys, a monthly series telling the history of the continent through its railways.
Xavier Matilla Ayala
Xavi Matilla is a specialist in urban and territorial planning, with a particular focus on urban regeneration strategies grounded in renaturalization and proximity, with over 20 years of experience as a consultant, advisor and lecturer.
From 2019 to 2023, he served as Chief Architect of the city of Barcelona, where he led the internationally recognized Superblock program. His work has earned multiple national and regional planning awards.
In addition to his professional practice, he is adjunct professor in the Department of Urbanism at the Universitat Politècnica de Catalunya (UPC), and has been a guest lecturer at various universities.
